OLR TEAM MANAGER (ORDER FOR LIFELONG RESTRICTION)
Permanent - Full Time 37 hours per week
£51,172 - £57,780
The Risk Management Authority (RMA) is a non-departmental public body established to ensure the effective assessment and management of risk posed by offenders. As a national authority of risk assessment and risk management the RMA publishes national standards and guidelines, provides advice to Scottish Ministers and contributes to ensuring decisions in the Scottish justice system are defensible and appropriate. The RMA also provides education and training nationwide, publishes research, and holds specific legislative responsibilities relating to administering and overseeing the OLR.
In 2020 the RMA also became involved in the review of the UK Government’s Counter-Terrorism and Sentencing Bill to assess the potential impact upon the Order for Lifelong Restriction (OLR) sentence. The RMA have worked with national justice partners and completed rapid reviews of the available evidence in relation to the assessment and management of individuals convicted of terrorism related offences. Over the forthcoming years the RMA will support the implementation of evidence-led effective practice in terrorism risk assessment and management.
More recently the RMA formed and chaired a multi-agency working group to support the development of a framework for assessing those convicted of offences relating to indecent images of children. A vital development in public protection, the RMA are currently running a pilot of the scheme with local authorities across Scotland to determine whether the framework would be suitable for national implementation.
The RMA also hold a key role in the current Scottish Government consultation on the use of remand and arrangements around release from custody, contributing expert and evidence-led advice to Ministers on risk assessment and risk management of individuals who pose a risk of serious harm to the public.
The RMA is currently seeking to appoint an OLR Team Manager which will provide the successful candidate the opportunity to influence how the OLR is implemented and managed across custody and the community. The OLR Team Manager will be responsible for the advancing effective risk management of those subject to the OLR to contribute to reducing serious harm and public safety in Scotland.
As a senior position at the RMA, this role also provides opportunity to contribute to changes in national justice policy. The role will liaise with senior stakeholders within the justice system to influence decision-making and contribute to national policy consultations. The role offers tremendous scope for personal and professional development through CPD, cross-team working and stakeholder engagement with justice agencies both nationally and internationally
This is a challenging post and the successful candidate will have a substantial track record in developing and delivering initiatives to improve risk assessment and management practice. The role requires someone who has demonstrable leadership qualities and excellent communication skills; and importantly, a sound understanding of the RMA’s purpose, legislative duties and operations.
The RMA offers excellent conditions of employment which include 25 days annual leave, 11½ days public/privilege holidays, flexible working hours, CPD provision and civil service pension scheme. This a Grade 7 post with a salary range of £51,172 – £57,780.
