    The Risk Management Authority (RMA) is a non-departmental public body which focuses on protecting the public from the risk of serious harm posed by violent and sexual offending. The RMA has created a new Finance and Governance Officer role to provide financial and governance support to the organisation.

    THE ROLE

    The Finance and Governance Officer will report to the Director of Corporate Services and will lead the support relating to finance, corporate governance, and records & data management.

    This role will manage the finance transactions, reconciliations, complete month end reporting and submit reports to the Scottish Government’s sponsor finance department to tight timescales. The officer will also contribute to the annual budgeting and year end accounts and reporting process. This role will lead on governance support for the organisation; reporting on compliance and coordinating the development and maintenance of corporate policies, procedures and internal control systems. This role will also provide expertise in records management offering support to the organisation in electronic records management system and cyber security.

    The RMA is a small organisation with circa 25 staff and the finance function has only a small number of transactions each month. The governance function is wide and varied covering Freedom Of Information requests, corporate risk, performance reporting, supporting the boards and committees, publishing statutory reports and acting as the organisation’s Data Protection Officer and the GDPR expert.
    The successful candidate will engage with all levels of the organisation providing support and advice to staff, executive and the board while driving change for continuous improvement. This role provides assurance to the board that the organisation demonstrates good governance best practices.

    THE PERSON

    This role requires a good understanding of accounting and candidates should have experience of producing monthly financial reports. The governance function requires good standard of report writing, the ability to understand the legislative framework the public sector operates in, and be able to work to tight deadlines. It is likely the successful candidate will require further training to meet the wide and varied responsibilities, e.g.

    • Practitioner Certificate in Freedom of Information (Scotland)
    • Practitioner Certificate in GDPR
    • Records Management
    • Certificate in Corporate Governance

    The successful candidate will have solid finance experience and either experience in governance or an interest in further study to develop their skills in this wide and varied role.

    TERMS & CONDITIONS

    The RMA offers excellent conditions of employment which include 27 days annual leave, 11½ days public/privilege holidays, flexible working hours and civil service pension scheme. The permanent post of Finance and Governance Officer is a Grade 4 post with a salary range of £35,359 – £38,078. The post is full time 37 hours per week with a hybrid working trial in operation with requires a minimum of two days in the office.
